Electronic Benefits Transfer (EBT) under WIC is the distribution
of food stamp benefits using a debit card, making the issuance
of state public assistance and federal food stamp benefits faster
and easier through the use of electronic transactions. By using
the EBT card, cardholders can access food benefits at the point-of-sale
terminals of retailers authorized by USDA to accept food stamp
benefits.

Grocer Certification Requirements
Our extensive experience in WIC banking and reconciliation services affords
us insight into vendor operations. Covansys can develop certification requirements
to protect the interests of WIC programs, as well as to meet the real-world
needs of WIC, the vendors, and the banking system. Covansys manages the transition
to replace the archaic paper system with the EBT system during project implementation.
Interface Requirements
Covansys’ unique knowledge of the total data flow in WIC and related
systems allows us to develop interface specifications that work in the real
world, including those between the EBT card/terminal devices at the clinics
and the legacy clinic WIC applications. We develop specifications for other
necessary interfaces such as grocer-EBT Coordination and the WIC state system.
