AWARDS $3.4 MILLION DOLLAR VOTER REGISTRATION CONTRACT TO COVANSYS & PCC
State to Utilize ElectioNet(TM) to Meet Federal
HAVA Mandates
FARMINGTON HILLS, Mich. & BLOOMFIELD, Conn.--March

Covansys Corporation (Nasdaq: CVNS - News), a global consulting
and technology services company, and PCC Technology Group (PCC),
a leading provider of elections management solutions, announced
today that they were awarded a $3.4 million contract by the state
of Idaho Secretary of State's Office to implement a voter registration
system.
The Idaho Statewide Voter Registration System (ISVRS),
which will be fully implemented by July 1, 2005, will help
Idaho's 44 counties meet the mandate set forth by the Help
America Vote Act (HAVA). HAVA was enacted because of contested
vote counts due to antiquated punch-card ballots during
the 2000 presidential elections. The mandate requires all
states to implement a centralized and interactive statewide
voter registration system that will be defined, maintained,
and administered at the state level by January 2004. Currently,
less than a quarter of states nationwide are in compliance.
Most requested a waiver that allows them to delay implementation
of a voting registration system until January 2006.
"Idaho's new voter registration system will decrease
the possibility of fraud and improve the process of voter
registration for our residents. It will allow the state
to fully comply with the HAVA mandate and implement other
voting technologies that will strengthen the integrity
of the Idaho electoral system," said Idaho Secretary
of State Ben Ysursa. "We are very excited to be working
with industry leaders like Covansys and PCC, and are confident
that the system will meet our standards and provide us
with cost savings beneficial for the state and our residents
for years to come."
Idaho will leverage PCC's ElectioNet software and Covansys'
integration services for the design, development, and implementation
of ISVRS. The system will provide a number of benefits
for the state including:
- The ability to share data with other offices within each
county or municipality
- Interface with state agencies (DMV, Vitals Records,
etc.)
- Facilitation of real-time statewide voter search for
all authorized state election officials
- Detection of duplicate voters
- Voter validation and identification (unique identifiers)
- Digitized signature support and scanning of voter
registration cards
- The ability to generate poll lists
- Petitioning/Nominations
- Voter history information
- Special voter application processing
- Management reporting and standard/custom reports
For the voters of Idaho, ISVRS will increase
customer service by standardizing
and centralizing the registration
process
throughout the state to support online
voter registration using a centralized repository.
Additional benefits
include the ability to support a
more streamlined process for
absentee ballots for uniformed and
overseas citizens, as well as
voter signatures scanning and multiple
language correspondence.

Through a statewide data network, Idaho's 44 counties
will use "thin client" workstations to access
ISVRS. It is through their network that the statewide voter
registration system users will initiate and carry out voter
identification searches and verification through Idaho's
Department of Transportation Division of Motor Vehicles
driver license system. These search and verification steps
will be designed and carried out pursuant to the requirements
in HAVA.
Covansys subcontracted PCC for this project. The two have
partnered to help states and counties meet the new HAVA
election law requirements in a timely and cost effective
manner, including the requirements for provisional voting,
statewide voter registration databases, voter identification,
voter education, bill of rights, and election assistance
