Companies Help State & Local Governments Comply With Federal
Mandate Requiring Enhancements to Voting Technology

FARMINGTON HILLS, Mich. and BLOOMFIELD, Conn.--July 15, 2003--Covansys Corporation (Nasdaq: CVNS), a global consulting and technology services company, today announced they have formed a strategic partnership with PCC Technology Group (PCC), a leading provider of elections management solutions. PCC, which provides election software solutions to state, local and federal governments, will work with Covansys to help states comply with the Help America Vote Act (HAVA).

Signed into law on October 16, 2002, the HAVA dedicated $3.9 billion to helping state and local governments enhance their voting technology. The law mandates that each state implement a Centralized Voter Registration system by January 1, 2004 to help reduce voter fraud. Currently, 40 out of 50 states have yet to comply.

ElectioNet, PCC's proprietary Centralized Voter Registration and Election Management System, combined with Covansys' leadership in the public sector and proven integration expertise, will allow the companies to offer a complete solution designed to help states meet the HAVA guidelines.

For the past 18 years, Covansys has provided a variety of public sector solutions to more than 45 states, currently deriving over 43 percent of its annual revenues from state and local government customers and healthcare clients. In March, Washington Technology ranked Covansys for the second year in a row as one of the top three systems integrators on their annual "Who's Who in State & Local Government" listing.

ElectioNet is a web-based system with multiple security levels designed to decrease voter fraud by eliminating duplicate entry. It allows counties to view statewide lists in real-time and easily transfer data. ElectioNet's modular, integrated open systems architecture allows users to tailor their solution by licensing only the components they need. Components support online voter registration using a centralized repository, voter validation and identification, redistricting, poll management and election results management. ElectioNet also supports absentee voting, scanning voter signatures, multiple language correspondence, interfacing with the Department of Motor Vehicles database and vital records, among other features.

PCC's Centralized Voter Registration system is just one component of the ElectioNet Suite of which also includes Election Results Management and Campaign Finance Reporting. PCC's Campaign Finance Information system allows political candidates to report their financial transactions to the state and recently earned the Digital Government Award.
