ISLAND SECRETARY OF STATE'S OFFICE AWARDS COVANSYS AND PCC $2.8
MILLION CENTRAL VOTER REGISTRATION CONTRACT
State To Utilize ElectioNet To Meet Federal HAVA Mandates
FARMINGTON HILLS, Mich. & BLOOMFIELD, Conn.--May 3, 2004--Covansys
Corporation (Nasdaq: CVNS), a global consulting and technology
services company, and PCC Technology Group (PCC), a leading provider
of election management solutions, announced today that they were
awarded a $2.8 million contract by the Rhode Island Secretary of
State's Office to implement a central voter registration system.
The system, which will be fully implemented by October 2004, will help Rhode
Island's 39 cities and towns meet the mandate set forth by the Help America
Vote Act (HAVA). HAVA was enacted because of contested vote counts due to antiquated
punch-card ballots during the 2000 presidential elections. The mandate requires
all states to implement a centralized and interactive statewide voter registration
system that will be defined, maintained, and administered at the state level
by January 2004. Currently, less than a quarter of states nationwide are in
compliance. Most requested a waiver that allows them to delay implementation
of a voting registration system until January 2006.
"This secure, efficient, and state-of-the-art Central Voter Registration
System will help reduce fraud by removing duplicate registrations and help eliminate
mistakes by making sure every polling place has accurate and updated voter rolls," said
RI Secretary of State Matt Brown. "I am committed to making sure that every
registered voter who shows up on Election Day casts a ballot."
Rhode Island will leverage PCC's ElectioNet(TM) software and Covansys' integration
services for the design, development, and implementation of the central voter
registration system. It will provide a number of benefits for the state including:
- Ability to share data with other offices within each city
or town
- Interface with state agencies (DMV, Vitals Records, Felon
Records)
- Facilitation of real-time statewide voter search for all authorized
state election officials
- Detection of duplicate voters
- Voter validation and identification (unique identifiers)
- Digitized signature support and scanning of voter registration
cards
- Ability to generate poll lists
- Nomination Papers
- Voter history information
- Management reporting and standard/custom reports
For the 640,621 registered voters of Rhode Island, the system
will increase customer service and reduce voter fraud by standardizing
the registration process throughout the state using a centralized
repository. Additional benefits include the ability to support
a more streamlined process for the absentee ballots of uniformed
and overseas citizens, as well as voter signature scanning, web-based
completion of voter registration cards and assisting voters with
disabilities and voters with protective order.

Through a statewide data network, Rhode Islands 39 cities and towns will use
browser-based "thin client" workstations to access the system. It
is through their network that the statewide voter registration system users
will initiate and carry out voter identification searches and verification
through Rhode Island Department of Motor Vehicles driver license system. These
search and verification steps will be designed and carried out pursuant to
the requirements in HAVA.
Covansys subcontracted PCC for this project. The two have partnered to help
states and counties meet the new HAVA election law requirements in a timely
and cost effective manner, including the requirements for provisional voting,
statewide voter registration databases, and election management. The companies
provide a total turnkey HAVA-compliant Centralized Voter Registration and Election
Management System solution that can be customized to the needs of each state.
The companies also recently announced a similar contract win to implement a
statewide voter registration system for the state of Idaho.
